A lot if you think about it, the FIA was in charge of that race as they were with the Japanese Grand Prix. They have consistently shown this year that their new "relaxed" attitude has compromised the overall safety of Formula 1 in general.
This goes to the heart of the FIA's lack of duty of care not only to the drivers but also the marshals, fans etc.
If they would red flag Silverstone due to the armcove being damaged, then surely the same or lesser (Safety car, yellow flags for the entire circuit like the Canadian GP) should be applied when a 4 tonne tractor goes onto a critical part of the circuit where there is minimal run-off, protection as well as poor weather / lighting conditions.
If someone said to me that you can have three wishes, my first would have been to get into racing, my second to be in Formula 1, my third to drive for Ferrari.
