"Heat" as seen from an IR camera, will produce reflections just like any other light (photons), it is just light of a different frequency. Proof:

The reflection is not complete, as for light in most surfaces, hence the decrease in "temperature", AKA light intensity of the reflected tire. Also different wavelenghts reflect or are absorbed to different degrees, but IR light can produce reflections.
