If they had to do that, then they would have had a new nose. They were running the old nose which under 2015 rules, would have been illegal
The cars have to forfill the crash test criteria at all times, even during testing. Since those criteria have changed for this year, they need to pass a nose for those new crash tests.
What FI probably has done is stuffed the old nose with more material to absorb more energy and to pass the test. It isn't that difficult to do that, although it's not really beneficial for performance either since that adds quite a bit of weight. Hardly an issue however at this point.
