Ferrari are part of one of the biggest car manufacturing groups in the world, have everything in house on the same site and have stepped up their budget considerably; despite getting off to a poor start with the regulations, there's absolutely every reason they should be able to compete with Mercedes.

Ted Kravitz tweeted no penalty for Ferrari.
The cheapest sort of pride is national pride, every miserable fool who has nothing at all of which he can be proud adopts, as a last resource, pride in the nation to which he belongs; thus reimbursing himself for his own inferiority.

That's not what I was saying. I was simply suggesting they had their engines turned down in practise as we know they often do.

I don't think that now reading that quote from Toto.

Great lap by Vettel, seems his rear suspension adjustment paid off. At least in these conditions, which isn't actually that relevant, but interesting non the less.

Official F1 twitter account posted that 10 min before the end of FP3 and most drivers improved in last few laps.

Both mercedes are still on 1st components, apart from Hamilton's car which is on it's second set of control electronics.

Also noticed that Verstappen is onto ICE number 3, and MGU-H number 3 as well:

Hamilton is on his second control electronics, other than that though, both Mercs are on their first of every engine part.

So they are still holding very well with Ferrari who is on their fresher ICE
