No they defininitely have it. But in Canada, Merc's upgrade meant that they could run closer to the performance of the qualifying mode for the entire race. Ideally Merc would like to run with the same power in the race and qualifying and I believe they're now reaching the limit for that. Mattia Binotto (Ferrari engine chief) said yesterday two engines are very close in power, but its obvious that Merc has advantage in Q3 with that mode.
But, like it's said it's a "qualy boost" you can applied this boost currently in race, or only during one run. As I said Enrico Benzing (engineer) writes extensive annalysis on his blog after every race and put both PUs in very close proximity after canada, but only in race. His calculation showed that Mercs quali mode brings another 20hp for few laps. In the end thats the reason why Merc is .1-.2 seconds in practices and, half a second in Q3. Speed traps show it very well...
I didn't say top, but their aim is to close in on the qualifying performance in the race. It came from Andy Cowell talking to Sky.
