IIRC monkey seats first appeared in 2005 as means to try and recover some of the losses brought up by downsizing of diffuser brought up by rules for 2005. Also, IIRC that was the reason why Ferrari started season with F2004M instead of F2005 because that rule was introduced quite late and they had to redesign their gearbox because it wouldn't fit with new diffuser rules

Minardi is the team that implement them first in 1995 I think it was at Monaco GP





It is mounted on different position because back then wings were low and there wasnt more room at the crash structure

I don't really think what Minardi had in 1995 had the same purpose as those we see today.

In 2009, most notably Toyota, had both monkey seat and small wing on top of the main RW in that same width area that allows for monkey seats.

Increasing rear downforce in Yaw?

A slot means minimizing energizing the boundary layer and reducing its draggy effects. So on the inboard side they want to increase the flow velocity I suspect. This will help the brake wiglets make more down-force.

I was under the impression that multi element wings are to run a higher angle of attack without causing a stall. They already had a two piece on the top section of this winglet, so adding the slot down the side is not likely to increase downforce, rather, it's likely to move the air around the tire more. Just my two cents.
