Sunday looks to be overcast/light rain

I'd bet my money on a sunday morning qualification

That's a bit unfair. If they can't complete qualifying then wouldn't it be better to make the starting grid based off of some raffle system?

I think this is plain wrong. Since the starting numbers can be selected there is no sorting by numbers anymore in the rules.
They will rather count Q1.

Obvious/fairest way is to give them their average grid position for the season so far. Anything else would be another example of FIA stupidity.
If you are more fortunate than others, build a larger table not a taller fence.

Then F1 would lose their last bit of credibility. By the way 44 is not just a number, you can see him driving with that number in his early karting days, it's really special for him like the 46 for Rossi.

I would think (hope) if they are unable to run qualifying and most of the practice
and still plan to run the race they would set the grid by the drivers standings as of the last race
1- Lewis Hamilton..........2- Sebastian Vettel
3- Nico Rosberg.............4- Kimi Raikkonen
and so on...

If i think about it.. What makes perez nd hulk more qualified to start in front of the toro rosso pair for austin just because they started un front in Russia? I dont like that idea. Running in q1 at the actual track you're gonna race seems like a better way to earn your spot on the grid to me. So Nico on pole then redbulls then sainz then lewis and so on if qualifying is not possible.

Because Perez (9th) & Hulk(11th) are leading both Verstappen(12th) & Sainz(15th) in the Drivers World Championship standings

This has nothing to do with were Perz & Hulk start the race in Russia or which drivers they started in front of.
it's a procedure used in Indycar and Nascar if they can't get qualifying in because of weather.

If there was a chance that P1 or any of the practice sessions were going to be use for qualifying times then they should have told the drivers and teams that first, instead of retroactively as your idea suggest.
the rules essentially state that any driver that fails to set a time in Q1 then they will use the time set in P3,
There is no provision that I can see for a driver not having set a time in P3 let a lone not setting times in P2

Driver Standings? I guess that's relatively fair. Or a Sunday morning qualifying like has been suggested.

I say run the Qualifying I mean what are the rain tires good for of not to be used to slowly drive back in the garage after you out them on. Why do they even have rain tires if they won't be used..... What I mean is run qualifying early morning even if there is light rain. Lol but have a quali other wize use the driver standings.

I would like to see Qualifying, even if it's earlier Sunday morning that would be the fairest option
If they used P1 times then what do they do with Maldonado he did't set a time in P1 :D
