Components designed to divert air flow around the splitter, where there's absolutely no need whatsoever for air flow, aren't new. They were just a bit more difficult to spot the first time around.

No.

It's literally just vortices affecting something teams already utilize perfectly tuned vortices. These teams managed to copy the much more complex F-duct system without any hassle, I'm certain this won't be any hassle either.

it doesnt make sense risking crashing brand new wings. They couldnt test it properly with damp conditions so it's understandable

Seb did indeed run with the new front wing in FP1, it was on when he set his fastest lap. Sorry for the poor quality but this is a shot of the TV feed of FP1:

New front wing also on the cars for FP3.

@SomersF1, thanks for the drawing. It also looks like the innermost front vertical turning vane is slightly longer on the new version of the wing.

I dont know about that but if you look at most teams (front running teams) they have copied mercs approach to front wing technology and may be merc are possibly leading on that front a lot of people are saying mercs dominance is all engine related but its possible they're leading the way aero wise aswell.
Everyone in F1 copies what works. Look at the Lotus front wing from 2012 below. The current Merc front wing has many similarities, did they 'pay' Lotus for this? Every F1 car on the pit lane is a derivative of someone elses work in some respect.

Looks slightly longer and more swept in these images. It could be the slight difference in perspective, but the new one does look a little longer to me:
