Not quite, the rules say: in dry conditions you must use at least one set (all four tires at once) of each spec tire during the race. So you can do two stints on the 'soft' and finish on the 'hard' or whatever.
But, in the event of rain tires being used at all during a race, this rule is not applicable.
- Also, in F1, using different spec tires at the same time, as NaZzO queried, would be pointless. It would be too hard to get the right set-up for the car and would be seriously dangerous under heavy breaking. Imagine trying to get the car balanced when one side of the car had 12% (e.g.) more grip when you slammed on the breaks!!!
