On the replay you can see Max trying to turn earlier and then stop his move. At this time Rosberg knew Max was there and as always picked the wrong decision going straight too long. This just puts the onus back on not overtaking when there is a sniff of a chance, aka not racing.
Some posters comparison to the Hamilton/Rosberg incident in Austria is completely wrong. Rosberg was in the lead there for a start and the intention was clearly to run the other guy out of road.
Here, you can see that Rosberg was making a very reasonable attempt to take the racing line through the corner, being second, and taking the lead car under braking.

That's the problem he isn't willing to give other drivers room on the outside. He is leaving it overly late being miles from the apex and then saying 'look I'm turning' whilst pushing other drivers off the track.

Precisely. It appears to me that, people are used to not seeing any penalty or useless penalty awarded to Nico and thinks, "Because here it wasn't that bad, so he didn't deserved penalty".
