This pushing back tactic is as of now in urban legend territory. Most likely it's not going to work, you're losing advantage (seconds), it assumes pace advantage on every tyre/stint, even if you are quicker you need to push later, random events can happen (SC), works only in pitstop window, it's a distraction, if track allows overtake can happen later etc.
The only one that is worse is "save fuel to attack on the last lap" tactic - this one doesn't exists even in theory Rosberg got it several times.
