I think Mercedes are putting a new twist on sandbagging if they are, instead of running with high fuel loads or in a low power setting they setup up the car so it's bad at handling....

Which makes perfect sense in the limited time of testing

Is it open like on race days or is it private?
Definitely private. Remember, this is actually not an official fia sanctioned event. That's why we don't see any bodyparts outside the garage and neither is there a ban on these fences in front of the box they use to keep prying eyes away.

I've heard that what was left of James Allison's plans was scrapped. This car should be 100% developed by the new structure
Come on, that's pretty much impossible: both scrapping plans and new structure, reasons:
- Except for several individuals new structure is the same people that were working with Allison
- those people (whoever they are, names would be nice ;-)) making decisions would be scrapping the work they had done themselves since it's hard to imagine engine guy (new TD) judging aero, packaging or suspension designs, anyway technical directors are not exactly mad scientists drawing designs on napkins and once they are gone all the ideas are scrapped, they weren't their ideas to begin with
- timing of work on new cars and continuity (see above) which also explains any changes but it's not 100%, there would be changes if Allison was still at F.
- some details what was changed would help

Anyway I hope Ferrari is as good as possible for the same reasons as in '16: competitive F1, no place for Merc to play games and no excuses for drivers failure =P~ and hopefully with the same great results.

Ferrari did few laps, some problems incoming?

Moreover:

Exactly, Mercedes won't be running anything close to full power but the cars handling looks nowhere near as planted as the Ferrari. This is coming from a Hamilton fan here, I think we are going to be in for a surprise come Melbourne.

He basically says that the car might've been nervous but this bill also falls on Honda's tab.

+1!

For those who don´t have the time to watch the entire video, go directly to timecode 8:20. That shot showing the Mercedes is a perfect example, we can here there the PU accelerating, braking (harvesting), the kerb, and the tires working.

A lot of info just with proper sound! :D

Well... They are orange and they are claiming the reporters are spewing "fake news". Makes me rather skeptical

Bottas sets down a 1m19.310s, on super-soft tyres. The gauntlet has been thrown.
