It's track dust. It's the upwash from over the top of the diffuser that gives it that distinct look.
You can tell there was some amount of dampness or water on the track; the dust seems to be slightly muddy.
Not sure what warranted knocking Ringo's rep down for this post?
I think he's right, it's poor man's flo-viz right off the circuit combined with a bit off dry ice from the start of the race from the radiators.
Scrutineering would've picked up exhaust blowing surely?
