This. This is exactly my impression too. I fully agree with the thought that Vettel must have thought the damage on his car was more severe than it was when he smashed into the back of the Mercedes. Anyhow i would like to see his Baku results removed. This is not an ordinary racing incident where a collision is caused because a driver ran out of talent. This is malicious intent and using the car as a weapon.
He has been getting away through a series of incidents and has been taking it for granted. So, he need be stopped and given a stern lesson.

A) slamming into hamilton
B) pulling up alongside him behind the safety car
C) waving his hands in the air gesturing
D) hitting lewis with his car from the side E) then actually overtaking him behind the safety car as brief as it is
and then
F) being surprised he actually got a drive through and discussing it aboard the radio
G) afterwards claiming there was nothing
H) that he now is under FIA investigation is that an indication he did something wrong yes or no?
and whilst at it,
do you think Vettel should be treated the same as any other driver in F1, and such, with Kvyat's punishments in mind, how do you think about that?

I think the footage at T16 looking back towards T15 shows his car momentarily straightening up and then turning into Lewis. Its only a fraction of a second, but it happens
