If Lewis was unable to make a move on Seb, as you said, I don't see why Kimi should have been given the position by Seb as it wouldn't have done much except take away Seb's points from the driver's championship.
However, Seb's steering issue would probably raise the chance of him being able to be overtaken by Lewis should Kimi be given the position, so it was better for Ferrari if Seb were to stay out front to secure a 1-2.
Why do you think Seb doesn't deserve the victory?
He had a rear gunner the whole race yet he appeaerd to be celebrating like he fought and held off kimi for the whole race. I was just saying how Bottas knew what happened on the podium, yet Seb appears to think he did all the work today. And he didnt.
To be fair to Bottas, he agreed to give the position to Lewis, knowing Lewis may have had a better chance of overtaking Kimi. Bottas, however, worked hard since Saturday to get that third position and it may have been even more unfair should that be taken away by Lewis after their agreement. I say he deserved that podium as much as Kimi and Seb deserved theirs.
With Seb, I might be wrong, but as far as I know, there wasn't an explicit team radio message asking Kimi not to race Seb (there's a difference between letting someone through and letting someone race someone else), so Kimi not being able to overtake Seb despite Seb's steering problems shows how hard Seb's worked to keep that first place.
