Given the amount they flap around with vibration I think you'd have to be very careful trying to make a t-wing stall the main rear, you'd have massive attachment/reattachment issues.
I still think that they're purely free downforce for very little extra drag.
With the down angle of the hoop t-wing, is it possibly relaminating the air stream, and blowing the underside of the rear wing with super clean air? It looks like a laminar nozzle shape to me..
