As far as I understood every PU that will be introduced at next week will have a maximum oil consumption of 0.9 lt / 100 km, what is it not clear is if already homologated PUs (MER and HAAS) will have same limit

If the race was going to be easy for Merc due to their emgine then i guess Force India tan Red Bull close and Williams crushed Renault and Mclaren.

I dunno what race you were watching, but once the safety car interlude was over & the 'hammer' went down,..
Vettel was virtually helpless to make any meaningful impression on the M-B in front of him..
& Hamilton simply pulled out the necessary DRS-gap at will, on power, to go on, & win - as he liked..

Well to be fair Mercedes PU has been the strongest in qualy mode AND race mode since the 1.6cc era, so it isn't related to oil burning only. Hats off to the engineers, they did a wonderful job.

Yeah Vettel said he caught Hamilton too early so had to pull out early . Was it freat tactics by Lewis or just a huge tyre advantage for Seb. After the safety car Seb was way quicker in the heavy braking (Bus stop and La Source) and way quicker in the traction zones out of these corners. S2 the Merc was quicker on the harder tyres

It was Ferrari with the extra oil tank, not Mercedes.
Yes, Ferrari added an extra oil tank in an effort to match what Mercedes have been doing with one.
The early introduction of a 4th ICE was as close as we're going to get to an acknowledgment from Mercedes that their current engine burns more oil than the 0.9 litre per 100 km limit which will be in effect for any new engines introduced from Monza onwards.
So force india and Williams all know about this oil burning mode , why didnt they switch to new power units then.

Exactly and this happened in a MERCEDES Track with Merc using the new Engine.

Ah, no.. oil 'consumption' was - in fact - one of the few 'free' areas not tightly constrained by the rules..

It's the same for Double Diffuser, EBD, F-Duct, Flexi Wings, FRIC and a host of other innovations that teams bring by pushing the envelop and FIA bans it. That is why teams that innovate first, gains and wins.

The best among them look ahead of the curve and prepare well to ultimately lose that advantage and still be ahead.

So it was the engine that kept Lewis infront on lap 1 and the restart. But it was the chassis that did the work to keep Vettel at arms length
