Motorsport.com reported in August that Norris and Prema were closing in on an agreement, but it has emerged that this has been vetoed by Lawrence Stroll, who is father to Williams Formula 1 racer Lance and holds a substantial share in the Italian team.
It's only a guess but I think that the announcement was delayed probably because Mclaren wanted a multi year deal and Alonso wants to see whats going to happen next year first.
