There is another thing. Verstappen got away often. He was very lucky in several races where he did not drive according the rules. But this was very clear. Deserved penalty. Have a neutral look at it and you can see that.

Part of the battle is each person positioning their car. If one person thinks you can't drive off the track to overtake, how does he defend when his adversary does exactly that? It's no different to just driving straight through a chicane and then declaring how awesome an overtake it was.
