Not really, it was the complete opposite actually. They brought a new engine to Spa to still be able to burn 1.2 litres. Yes, that's what AMuS wrote. I wonder where they got this information from? Is it as reliable as their news during testing on Ferrari being third in pecking order?

A, oilburn is costing them power, times would be worse
B, Ferrari has more power, their times would be better.
There will of course be improvements due to other 'tweaks'
