Since you are located so close. What do you think about the bridge section? That seems like the most logical overtake area especially if it ends in a chicane, but it looks pretty tight. Substract at least one lane for fencing and a walkway for personell movements, it seems you have awfully little room left to do overtaking. Is that right or is it wider than I think?
I think you can have the catch fencing right on top of the existing 1.2m tall barrier, the bridge is 5 lanes wide or 13 meters across in both directions. That barrier is designed to stop trucks which weigh a lot more than F1 cars, but it's plenty wide that cars can easily go 3 wide, more than that is playing with fire.
Part of the reason I'm leaning towards this layout is that the road largely meets the requirements for run off and width. Some parts are tight, but none are Baku tight.
