First of all, they agreed with the PU suppliers that their investments would be for the period of 7 years or so, instead of 4. Secondly, normally, the longer the rules are stable the more the different manufacturers come together. If we have new rules, the most logical outcome would be that the manufacturer with the biggest budget, experience and size would take a leap forward again. PU development isn't restricted like aero is.
If you are still ahead after 5 years of development, you will extend your lead when you have to design a new formula. Bit like Honda in 86-88 and then 89-91. Only a serious dumbed down design with a big limit on development would stop this, just like we had in the last few years of the 2.4l V8's, what in my opinion had nothing to do with the technical advancements F1 should have.

With the difference seen in qualifing power after Silverstone, we have say this is silly. The engines are allot more equal during the race, so it would bring a more interesting competition if we revert to just a single engine map/mode the whole weekend. Just an extra paddle mapping for wet races. We should give control back to the driver for balancing the ERS state of charge. Lifting the throttle to manual trigger a derate or choose to totaly deplete ERS on a single lap.

More parity between powerunits
Possible to start next race if wanted
More driver control about the car.

Why not just have the other manufacturers increase the performance of their power units? Instead of trying to outsmart everyone with, likely less than adequately clever, legislation.

From the sound of it those at red bull have little hope of their newly acquired Honda engine improving their free load mode/qualifying mode/party mode.

They are not allowed to change a suspension part or wing during park fermee, why allow for different settings?

They are tuning/programming those maps for every circuit. Where is the driver control in that?
