Is steering wheel cover forbidden? If Ferrari is hiding something on steering wheel wouldn't be easier to put some cover over which would then be thrown out on start (like foil from helmet visor), rather than putting yellow ice bags on camera?

I think they don't want the camera to show other components of the car, not only the steering wheel.
E.G. the rear part of the car, the engine and so on.

It's pressed with thumb, not too much pressure is required based on videos of launch. Position is interesting, could be the lack of room in other places on the wheel, without making completely different PCB.

Is it used during the start?
Yeah seems u don't need too much pressure for pressing it, oddly the button looks like a hard press button from its look.

But why do they need an extra button? Manual deployment of energy? (I don't know if it is even allowed)

They release it at soon as the lights turn out at the start.

Very different. The ones we see here could be for Monza only, they aren't as draggy as launch spec. At all.
