It shows the path of the airflows around the wing, to verify that the cfd and wind tunnel studies are right.
Here the upwash seems pretty consistent and well visible.

It says to me something is not quite as they expected it to be and they need to resort to flo viz to try and see if things correlate to the wind tunnel and CFD.

Instead of: we got this new wing design that we have no experience with, let's check if everything is as we saw in simulations just to be sure that everything is as we expected.

There is a hole in the cap for air to enter, the billows allow for the fluid level to drop due to brake wear etc during the race while keeping it isolated from the external atmosphere and preventing a vacuum from forming in the reservoir.
