Yup. Those gills are not only pushing the air upwards, which should help the wing and create downforce on its own, but actually, to quite some extent, inwards, which conspires to fill the low pressure area under the wing. The actuator must have opened the flap to a beyond aero-centre position causing it to distort. The thing I dont get is how the flap bent upwards. Either the high pressure above the lower element pushed it up, or the upper element was raised so high that it generated lift.

What is the purpose of the miniature pipe right beneath the exhaust pipe and in between the wastegate pipes? Maybe it is not a pipe but it is rather difficult to see what it really is.
That should be the oil breather.
