Don't forget that the softer tires might not even be in the optimal window, not to mention 100 other variables!
If the softer compounds are out of optimal window, then the harder ones are even worse

OCON said that the new Mercedes is not quite as fast as the old one for now.
But maybe track is one second faster than last year ?
Not so surprising considering the new fron wing rule tends to put the cars closer together in performance, which is great imo.
About the track, it could be faster but it's impossible to know by how much. Though I would be very surprised if 1s is the improvement. More likely on a couple of tenths as a track can't change so much from one year to another with so limited running over the year.
