There overall concept was very good at utilising the outwash from the previous front wing rules and also the ability to blow the axles as well. All this seems to of effected the balance of their car quite a bit more than others.
Not particularly lining with this issue but Red Bull kind of was on the same situation on '17 season. They ended up being on par with Merc and even surpassed Ferrari at the end of the season. I kind think they'll unlock a lot after the summer break. However this much depends on Honda as well.

Quite common as the Steering rack is right in the middle of the car so the steering connecting rods have to be long and when turning, they are subject to some movement upwards or downwards when they move in or out.
