Ferrari pulled the covers off from its 2019 contender. The prancing horse did so in its annual event at its homebase in Maranello in an event where symbolism was key.

Silverstone's corners require a high downforce set-up at the rear with a looser front end as most of the corners are high speed so you want the rear to stick, except for the medium speed corners right after the left-right hander in the first sector which needs a balanced setup(Equivalent to France's third sector). The high wing means Ferrari are are confident that their car is fast enough on the straight line, so they can lose time in the first sector and gain it in the second and and third sector, knowing very well that the first sector will be problamtic for them anyway.

They inserted metallic parts into the floor to increase it’s rigidity. Quote out of Italian motorsport.com:
“At first glance the changes seem trivial, but the flow trend has been significantly modified also because the structure now seems more rigid as the load increases with increasing speed.”
Maybe they came to the conclusion that the flexing floor was disturbing the flow, leading to false simulation correlations.
