Merc have history of running new spec engine to near max mode to validate performance on FP1. So its a safe bet that Merc will be atleast a secomd ahead of anyone.

Problems with Honda is when running a new pu they don't unleash the full power from start they evaluate things like reliability and ideal engine mapping before they get the best out of it

Honda ran their new PU ultra conservative in france, prompting even verstappen to say to the media he had to say to honda something along the lines of "we're not gonna really drive around like this for the entire season, are we?".

I guess that's what he meant.

Context,it's a problem if you want results like yesterday and you think a nice new shiny pu is going to give you performance advantage over the old one .

Well I'm sure their understanding of how hard the engines can be pushed has been factored into the new design. I'm sure we will have a lower learning curve this time around. The engine update could bring .2, that would bring the gap down to .1 assuming an upgrade from Mercedes, it may be enough for a net gain of .15 to the current .3 deficit, especially when paired with new fuel. Red Bull is just a small chassis gain from taking the fight to Mercedes.

(Red Bull)Honda seemed to be dealing with some heat related issues in France, which they later fixed.

Anyway, Honda explained their approach pretty well here:

As well as being a technical partner, foremost they are a supplier with a rocky past view years. Hard to blame them for doing their homework before pushing it to the limit. But thats my opinion. They'll get there eventually and thats all that matters.

Which is prolly why they have new engines in back of Kvyat and Albon, perfect way to explore the limits before installing it on Max's car.
