Most likely, Kvyat showed such a maximum speed when he overtook Dan on the 34th lap. Hulk, Stroll and Albon made their last overtaking much later, when the car was even lighter. I’m not sure exactly when these measurements of maximum speed were made, but I think by the end of the race.
It seems Ricciardo was the last to Kvyat, all the rest were on the same circle with him, including leaders. It should be noted that Honda usually does not use new versions of the engine in the first races at maximum. Today, everyone used DRS a lot, so everything looks good.
