What is lady doing (saw on F1TV) after Q session with her laptop? She had Magnetti Marelli overalls and hooked the laptop to Sebs car? Did she monitor the ERS usage or something?

You are arguing intent versus affect.
The intent of the first 2 to 4 drivers, was to not be the first car in the line. The effect was blocking/preventing the cars further back from being able to make it around the track in an appropriate amount of time.
You get penalized for the effect you don't get off because of your intentions.

Also, if someone clearly intended to pass, they would let him for sure. The only reason they were driving three wide most of the time, was that nobody wanted to get ahead. The 'valid excuse' is that once they realised that Leclerc did the same they did not want to strip the Ferrari driver of his pole

While during the race you can get away with impeding another driver as long as you don't run them off the road or make too many moves. Assuming the car trying to get by isn't one of the leaders, in that case you are obliged to get out of the way quickly.
