I agree this should not be accepted. However, the thing is they allowed it already in the past with Verstappen and Magnussen for instance. The geni is out of the bottle with that, so we are looking at a move that is now allowed I guess?
I can't even keep track anymore of the dumb rules they came up with in recent years, that's not really enforcaebla unless they want the race to devolve into a farce or centipede. Move only once, don't move while braking, etc.
Just keep it simple and say don't cause a collision, and they'd decide case-by-case. Meanwhile they started allowing drivers being pushed off the racetracks, with Verstappen's move in Austria, and now here via Sainz and Leclerc, which is more dangerous...
Hopefully they'll trim down this nonsense as well for 2021. (If the following goals are accomplished they might not come up)
And since Magnussen got aways with actually causing a collision with Leclerc in Hungary a year ago, it would have been odd if this was punished.
Besides I don't think it can be counted as moving twice. Since het got on the outside in the exit of the first turn, which they do anyway judging by the pole lap (though not as early) and moved right for the second turn.
