Didn't the FIA say that they would not run races if even a single team could not participate (I think the question came up in regard to Ferrari possibly not being able to participate due to the situation in italy)? I would be shocked to see this event go ahead now (although it would not mark the first time the FIA has taken one stance for Ferrari and another for any other team, haha)

Well as with all things F1, it was more subtle than that... it was the races wouldn't be championship races... so leaving it open that a race could happen but no points for driver and constructor counting towards championship.

Not exactly no, They said they would not be a world championship race if a team was prevented from entering the country

I still expect the race to go ahead however I don’t expect points to be awarded
