I think their strategy is to complete the 21 car in December, including updates so they have all recourses available for 22

Being a Ferrari fan, I should be wishing for it so they might be able to net a decent result and make the most of the conditions like the last time out in Istanbul... but I'd prefer the weekend to be dry.

That's true. Though, I think that Ferrari should focus on next year as well already. If I was them, I would not try to finish as high as possible in the constructors' ranking, but go for more wind tunnel and simulation times by finishing 6th. Their current position.
They would be better off focussing on 2022, rather than next year. With all their best efforts, even if they finish 2nd next year, would it be a happy scenario? Let's be real, they can't challenge Mercedes next year. So why not prepare for 2022 and challenge for title glory?
Of course they should focus on 2022, but until the start of next year it's prohibited to work on that car. So they could focus on 2021 now and in the process of doing so further sharpen their new tools. This race and the next two are going to be real pain for Ferrari. They should simply treat these races as test sessions for some new under the hood concepts.
