They can catch him. It's not a good idea though. It would be very difficult to pass, and in the process you are ruining your tires. They set they’ll deal with it at the end of the race...which is just ridiculous. But guess they need to hear from the drivers.
That is ridiculous indeed. If we get the penalty now, we can take the penalty during the pitstop, before any potential safety car. Never mind the politics of it all and arguments about “how much this cost Stroll” rather than just looking at the difference just after the stop which was 2sec.
