Aerodynamic Testing Restriction

As we know from 2021 testing will be even more restricted, even WCC-ranking is considered:

I have 2 questions:
1.) Are there 2 periods for the coefficient C? I.e. if a team finishes 3rd in the WCC in 2020, C is 95% from 1st January to 30th June in 2021. And when the same team is 7th in the WCC on 30th June 2021, from 1st July to 31st December 2021 C will be 105%. So C can change during the year for a team?

2.) Do you think it could be a big benefit for Ferrari, because of their (bad) WCC position in 2020, compared to Mercedes / Red Bull?

1. it seems so.

2. Well for sure they will have more time but not that much compared for year 2021 where difference between 1st in the championship and 6th is greater. Ferrari will have still a lot to catch up for next year, but this bad position could help them to spend more time for 2022 project.

I wonder if this mid-year re-evaluation becomes a strategic element in the development for the current and future car.
