No. Unless Perez completed all reconnaissance laps under his own power, he may not start from the grid and may not start from the pitlane either.

ALL reconnaissance laps have to be completed under your own power. Cars may not start from pitlane if they did not get there under their own power either.38.2 ...Any car which is still in the pit lane can start from the end of the pit lane provided it got there under its own power.
