Sport championships have been decided on luck and questionable referee calls since... since there are sport championships.

Difference is that those calls are made split second. Here we have race control watching radars seeing that there is no way any racing will happen, yet still make this call.

Of my 20+ years of watching F1, the FIA surprises me every year with new braindead decisions.
