When i was in industry, perhaps the thing I despised most were those that viewed safety as a procedure instead of as a behavior. Here, slowing down in a controlled manner even if that means passing someone who is really slow seems the safer option, even if its against the procedure.
He was still accelerating when he was passing Stroll #-o
Hypothetical:
You're accelerating out of a corner knowing there is a car on a slow lap ahead, so you first check how that car is positioned. Then you spot the red flag, still accelerating at that point, and in a split second need to decide: slam the breaks now and maybe end up just in front or just behind the slower car (and, take risk with any other flying lappers that may be following? Don't know if there were any), or, wait until you safely passed the other on a straight where there is clearly no incident, and comfortably decelerate without jeopardizing anyone? I'd pick the second, and i hope the stewards agree.

1.5s elapses from a time at which red lights start flashing on stroll's steering wheel to the time when Verstappen passes him. 1.5s !

Furthermore, marshal is still waving green flag at this very moment, and as we know very well from brazil 2012 and vettel's overtaking of Vergne, marshal's flags have priority over circuit lights.

I don’t think anyone’s saying slam your brakes on, but certainly should be lifting off and not continuing to accelerate. If it’s only 1.5 seconds between red flag and overtaking a much slower stroll then a grid penalty would seem harsh actually. Maybe a slap on the wrist is all it needs

On F1TV you can watch the onboard footage of Max. It is very clear that he immediately reduces a lot of speed when the red flag is shown. You can also see that he does not overtake anyone on the way to the pits. Anthony Davidson is stirring things up in the hope that Max will get a punishment and the Lewis fans are happy to participate.

F3 race currently under SC for a couple of crashes. Before that the top 8 or so were in a full DRS train, lets hope DRS is a little more powerful in F1.

2 seconds to: take your eyes off the road even though you have to look out for the slow driving car you are overtaking on your push lap while blue flag is being waved, not red. Look at your steering wheel where an extra light starts to flash next to the rev lights (you do not expect red flag light because you're passing a marshal post where they show blue, not red flag), only after that you get the first red sign next to the track into your sights and you slow down immediately. Don't think he's reacted too late.

They aren’t going to give him a penalty here. So he’s quite fortunate it’s happened at his home race.

I'd bet that it all hinges on whether he already lifted when driving past Stroll - did the hearing really just take ~6 minutes?

Having in mind how is the FIA with the flags yeah... if he doesn't get penalty is for that 100%
