i dont think it was a second... Rosbergs fastest lap was on lap 41 1:34.482 Hamiltons fastest lap was on lap 43 1:34.677 ..
0.195 seconds slower.
the only time Rosberg had an outright pace advantage in the race was from lap 1 to lap 12 it looks like based on the time/lap graph
The team isn't referring to the lack of pace in that manner, they are referring to the maximum pace the car is capable of.
In other words if they re ran qualli, or they turned the engines all the way up to maximum Lewis would be a second slower. This is about what I would expect for any car that had the horn ripped off, and had various other aero bits and floor damage.

This is about what i would expect, as the flow around the right sidepod and floor, was probably ugly as sin, and leading to a lot of down-force loss at the rear.
