Toto already admitted that it will be difficult to pass and it will in that case require a tire-offset. That might have worked if he did not do a faster time on the softs, and had an obligatory start on the mediums. I think Lewis' assessment was correct, they did not intend to start on mediums, they would only have started on mediums that if the other top 10 teams had selected the mediums. But since they choose softs as well, traffic should not be a problem.
