Penalizing any driver in this particular situation would be pointless. Hamilton did not expect him there and so left little space, which is penalizable as crowding. This led to Max going over the curb and off the track and having to time to reasonably turn in so as to avoid any contact. I think that’s a different situation. At no point did Verstappen completely leave the track, unlike Japan 2018.
