Strange question. Why would RBR have the car not ready? They have a shakedown this week IIRC.
Didn't say they aren't gonna be ready. Normally RBR designs the suspension and gearbox and stuff and ATR buys from them. This year, thier budgets are the same but RBR was fighting late into the season for the constructors. This year's suspension is copmpletely new. Every team's suspension from last year went into the bin and has been redesigned from scratch. Pretty easy for RBR to send some Suspension design people to work for ATR and buy the suspention from them.

Franz Tost already said that SAT bought the rear suspension and gearbox (2022) from RB Technologies.

They are running out of time to do a shakedown, they need to get the car shipped to Barcelona for next week. Marko said in the media a couple of weeks ago they might not do a shakedown if they run out of time...no idea if that is a cause for concern or not. It could mean they lose a bit of time during the first test fixing issues that would normally be found during a shakedown.

It only takes about 20 hours to drive to Barcelona from Silverstone so they have plenty of time to do a shakedown

They can do the shake down in Spain on the Monday or Tuesday prior to the test.

The car running on the AVL test bench in the adjacent room is the real new RB18, probably the 1st or 2nd version.
That depends on how far they are with testing and adjustments/updates.
That was what my reference was to ..if they haven't finished the RB18, not sure how he'd be testing it.
The mechanical parts of the RB18 will most likely already be finished, at least the initial iteration of them, so suspension, gearbox, PU etc and they basic tub that they bolt onto will also have been finished by now.

That is all you need for the test bench they're talking about. It's not a wind tunnel (at least as far as I am aware), so the aero parts - which are what will still be being finalised - don't need to be on it.

Turned down the chance to meet Vettel at Silverstone in 2007. He was a test driver at the time and I didn't think it was worth queuing!! 🤦🏻‍♂️

Are you sure you're not missing a couple of zero's?
That's a lot of exposure on the car, front and rear wing, and sides of the monocoque.
