Didn't say they aren't gonna be ready. Normally RBR designs the suspension and gearbox and stuff and ATR buys from them. This year, thier budgets are the same but RBR was fighting late into the season for the constructors. This year's suspension is copmpletely new. Every team's suspension from last year went into the bin and has been redesigned from scratch. Strange question. Why would RBR have the car not ready? They have a shakedown this week IIRC.

Franz Tost already said that SAT bought the rear suspension and gearbox (2022) from RB Technologies.
They are running out of time to do a shakedown, they need to get the car shipped to Barcelona for next week. Marko said in the media a couple of weeks ago they might not do a shakedown if they run out of time...no idea if that is a cause for concern or not. It could mean they lose a bit of time during the first test fixing issues that would normally be found during a shakedown.

I presumed for that to be relevant that the car inthe other room need to be a match for the 2022 car?
That depends on how far they are with testing and adjustments/updates.
