Kind of suggests it wont be a top design choice, if even the F1 working group could come up with it.
The F1 working group came up with it as a possibility of how a sidepod might look like - just to show the people that cars in the new regs don't need to look similar to each other. Actually building, making it work and then developing it as a whole concept is a totally different story.
Do you really think that other teams were surprised by the concept of Ferrari? Equally Mercedes' concept was not a big surprise either - not for Ferrari at least as they told that they considered it as well, but then abandoned it and went for their current concept.
Also, I think it's an important point to consider that the cooling layout of the cars have been developed over the course of years. For Mercedes to go the Ferrari route they must have changed their radiator placement significantly. It would have meant changing a concept they've known and which have worked for them for years.
Likewise Ferrari have not just started placing the cooling in the sidepod area. It has been a process of years in which Ferrari have shrunk the area above the sidepods and the airbox itself step by step.
