Motivation only matters if an actual foul was committed. In that case, intention can be an argument for a harder punishment.
However, a foul wasn't committed. As long as what Max did on track was legal (which it was), then it doesn't matter if he did it trying to set a lap, out of spite or because he wanted to impress his grandmother at the Grandstands. A legal move is a legal move. They're allowed to race each other in qualifying.
Someone else said it quite well: if you don't want to get overtaken on track, drive faster. That's what Ocon should have done (or even better, not have gotten himself in that position to begin with).
