Beating Max will require something extra special. I think WCC is probably a more achievable, thought still difficult aim. And in that case, you want to use team orders only to help team result, not any specific driver.

They are close to just one DNF from RB to being on par. I don't think any of the teams would ignore a chance, even a small one, to shoot at driver's world championship.
Sense of reality is to push for all scores to be CL biased if there's choice to do so in the race.
They'll be kicking themselves come year end otherwise.
I really dont think they're gonna sacrifice the more realistic(though still potentially not that realistic) aim just to go for a complete moon shot chance of beating Max instead.
And if Ferrari are just going to start swapping around their drivers in any race where Sainz is ahead of Leclerc, they're gonna start looking pretty ugly very quickly, especially so early in the season. And it'll look especially horrible if the car just ends up not quick enough to challenge for the WDC in the end anyways, making it all for nothing.
There's downsides to demoting one of your drivers to permanent lapdog who isn't allowed to beat their teammate, too. It is a false premise that having a strict #1/#2 hierarchy is the best way to maximize points for the #1 driver, because that #2 driver can still be very useful if they stay competitive and can protect the #1 guy or get ahead of other rivals to reduce their points. But this isn't gonna happen if you humiliate them over and over and make it clear they're nothing but an expendable pawn.
