Ironically the lap 2 DRS somewhat helps Red Bull overall. With their better heavy load pace than McLaren, if they start on pole max often pulls 1s on lap 1 of the GP. If Norris starts p1 then it's harder for him to do that and it lets RB use their advantage sooner
