Yes. The chassis is great. But in particular the suspension and the ability to keep the floor in an optimal space, as you say, no matter what you put on top.
This is just not true. And isn't Rob Marshall known to be a suspension specialist? It is interesting to see Red Bull struggling with suspension and McLaren being great with it.

It just does not make sense. If you remove McLaren from the picture, Red Bull would have a super dominant season so far but with less of a gap in races. Verstappen would have won in 5 of 7 last races, only Silverstone and Monaco would have been wins by Mercedes and Ferrari.
McLaren made a monster of an upgrade in Miami and now they are extracting performance from it. That is true. FIA did nothing to Red Bull.
This suspension was in place at testing, 6 weeks after his official start, I think? But I'm sure he'll add to it.
