IMO Red Bull might have been worried about Sainz not being a team player. There is no way Sainz would roll over and be Verstappen's guard dog. If he has a chance for a win, he will go for it, even at the cost of Verstappen's race. Maybe this isn't the mentality Red Bull wanted.

Sainz is too good for being a 2nd driver next to Max, so it will cost WDC points which is what RB+Max do not want. They do not want the team dynamics of Ham + Ros, or Nor + Pia

Tsunoda and Lawson could be better number 2s, but they seem to be too individually focused, too crash-prone, too stubborn to be that nr 2 based on what we see in their race behaviour
